WYPR Midday Composting Question

I was on Midday today, "Baltimore's New Food Czar", asking about the city's soon to be discontinued leaf mold program. Assistant Health Commissioner Madeleine Shea dodged my question about a city-wide composting program to help out community gardens and such by deferring to the city's budget crisis.
